Adding permissions to new plugin

I've written a basic blocks plugin... originally having it pull blocks from the page table, but decided to separate them out.

The problem is, I'm thinking going a step further and adding permissions to them as well... and maybe find a way of letting other plugins respond to calls for blocks if they don't have their own token system already.

My question though, is how to implement permissions... I've searched thoroughly and cannot find it. Can anybody help me please?
